FRANCIS E. LOCY AWARD

Initially given for “the best study of one or more types of postmarks classified according to the Locy System (updated)”.   In 1989, the following phrase was added: “or to the best exhibit with its primary emphasis on naval/maritime postmarks or postal markings”.   Applies only to multi-frame exhibits.  This award was initially sponsored by Ed Brennecke, but is now sponsored by USCS

For best one-frame (16 page) exhibit.  Established as the Single Frame Award at the 1995 Convention.  The name was changed in 2015 to the Captain Herbert F. Rommel Award, and was first awarded under that name in 2015.  The award is sponsored by USCS.
